A vented crawl space in Northern Virginia is a mold engine for most of the year and the reason is basic physics. Summer air here carries a lot of moisture. That air enters through the foundation vents, meets the crawl space surfaces which are cool because the ground is cool, and condenses on them. The coolest surfaces are the underside of the subfloor and the joists, which are also wood, which is also food. Growth follows.
That is why crawl space mold behaves differently from above grade mold. It is not caused by an event, so there is no leak to find and fix. It is caused by the design of the space interacting with the climate, and it returns after any remediation that does not change one of those two things. Then the space has to be changed. That is encapsulation, and done in the right order, after the space is dry and clean, it ends the problem. Done in the wrong order, it seals moisture in.

Check whether the HVAC return runs through the crawl space before quoting anything. If it does, the crawl space air is being actively pulled into the living space every time the system runs, which changes both the urgency and the containment approach. It is also the reason the smell upstairs is worse when the heating is on.
